- Under some conditions have very big differences in speeds isn't
- too abnormal, but ALWAYS have the send speed stuck at 19.2 while the
- receive speed varies does sound abnormal.

- Well, I'd suggest that you do in fact check the old modem and see
- whether or not it has the same problem, but I suspect that there's some
- sort of bug or defect in your new modem.
